PROJECT SUMMARY

Signalta Resources wanted to build a new natural gas-fired power generation facility east of Red Deer. A power generation facility of this type requires approvals from both Alberta Environment and Parks (AEP) and the Alberta Utilities Commission (AUC).

OUR ROLE

Matrix completed an environmental evaluation and air dispersion modelling assessments for the proposed power generation facility. The environmental evaluation included GIS analysis and supporting field work to evaluate the soil, vegetation, surface water, and wildlife within the proposed project area.  Air dispersion modelling was conducted to assess the effects the project would have on air quality.

CHALLENGES

As permitting a power facility was not in Signalta’s normal scope of work, Matrix assisted Signalta through the whole process by conducting environmental field work, air modelling, and application writing for both the AEP and AUC submissions.  The facility design was being modified on an ongoing basis, which required Signalta and Matrix to communicate regularly to ensure the changes were correctly incorporated into the air dispersion modelling.

OUTCOME

Matrix was able to streamline Signalta’s AEP approvals by justifying that groundwater monitoring was not required for this power generation plant. Matrix worked with the client to submit an application to AEP, which was approved. The Matrix environmental evaluation report supported Signalta’s power generation AUC facility application, which was submitted on schedule.

  • Assess fluvial erosion hazards
  • Develop alternatives for erosion control in environmental assessments
  • Develop management strategies as part of land use planning (subwatershed, secondary, tertiary plans and site plans)
  • Assist in culvert/bridge design
  • Define erosion thresholds to inform stormwater management
